Facing a Charge in Palmer Lake
Palmer Lake is a small town in northern El Paso County, founded in 1871 and incorporated in 1889. It has its own police department and its own municipal court. That court meets once a month, which shapes how quickly a town case moves and how easy it is to miss a date.
More serious charges do not stay in town. DUI, domestic violence, felony, and most state misdemeanor cases are heard in Colorado Springs, at the El Paso County Judicial Building. Knowing which court has your case is the first thing to sort out.
This page covers who patrols Palmer Lake, how the town court works, where state cases go, and how a criminal defense lawyer can help at each stage.
Palmer Lake Police and Neighboring Agencies
The Palmer Lake Police Department covers the Town of Palmer Lake 24 hours a day, seven days a week. The station is at 54 Valley Crescent, and the non-emergency number is 719-481-2934. The town lists a small full-time force supported by part-time and reserve officers.
Town officers are not the only ones who make arrests near Palmer Lake. Unincorporated land outside town limits is patrolled by the El Paso County Sheriff's Office. Colorado State Patrol troopers enforce traffic laws on state highways such as Interstate 25, and the Town of Monument has its own separate police department.
Why the Line on the Map Matters
Two arrests a short drive apart can land in different courts. A Palmer Lake officer inside town limits may cite a town ordinance into Palmer Lake Municipal Court. A deputy on a county road or a trooper on the interstate files state charges in El Paso County Court.
If you were taken into custody, you were most likely booked at the El Paso County Jail at the Criminal Justice Center, 2739 East Las Vegas Street in Colorado Springs. Our inmate search guide explains how family members can find someone there.
Which Court Hears a Palmer Lake Case
| Who wrote the summons, and for what | Court | Where |
|---|---|---|
| Palmer Lake police, town ordinance or town traffic violation | Palmer Lake Municipal Court | Contact the court clerk at the Town office, 42 Valley Crescent, Palmer Lake, CO 80133 |
| Any agency, state misdemeanor, traffic misdemeanor, or DUI | El Paso County Court | 270 S. Tejon Street, Colorado Springs, CO 80903 |
| Any agency, felony | El Paso County District Court | 270 S. Tejon Street, Colorado Springs, CO 80903 |
| Monument police, inside Monument | Monument Municipal Court or El Paso County Court | See our Monument page |
The summons is the controlling document. If it names El Paso County Court, your case is a state case even if a Palmer Lake officer wrote it.
Palmer Lake Municipal Court
Palmer Lake's municipal court hears violations of the town's ordinances. It is presided over by a municipal judge appointed by the town. The court's questions, citations, and rescheduling requests go through the Court Clerk at the Town office.
The Monthly Schedule
- First Monday of each month, 8:00 a.m. This is the regular court day.
- Holiday rule. If the first Monday is a holiday, court moves to the following Monday.
- School closure rule. If School District 38 closes schools that day, municipal court is cancelled and held the following month.
- Posted changes. The town posts schedule changes and court orders on its calendar.
The town's court page tells people to contact the clerk during regular business hours to ask questions, address a citation, or reschedule a hearing. The administration office sits at 42 Valley Crescent, next to the historic town hall.
That school-closure rule is a real local quirk. A winter storm can push your case back a full month, so watch the town calendar and confirm your new date with the clerk instead of assuming.

Penalties and Rights in Town Court
State law caps what any municipal court can impose. Under C.R.S. 13-10-113, a municipal court cannot exceed the limits in the town's own ordinances or the statewide ceiling. A municipal conviction for a criminal-type ordinance can still appear on a background check.
If you have a right to a jury, C.R.S. 13-10-114 requires a written request within 21 days after your plea. With court held only once a month, that deadline can expire before the next court date. Our municipal court page explains these rules in more depth.
State Cases in the 4th Judicial District
Palmer Lake is in the 4th Judicial District, which covers El Paso and Teller counties. State charges are filed in El Paso County Court for misdemeanors and traffic misdemeanors, or in District Court for felonies. Both courts are in the El Paso County Judicial Building at 270 S. Tejon Street, and the main court phone is 719-452-5000.
The Office of the District Attorney for the 4th Judicial District prosecutes these cases from its El Paso County office at 105 East Vermijo Avenue in Colorado Springs. Its County Court unit handles misdemeanor and traffic offenses in El Paso and Teller counties.
If you are held at the jail on a state charge, your first appearance is usually by video. The 4th Judicial District lists in-custody advisements for El Paso County cases on weekdays at 1:30 in the afternoon and on Saturdays at 5:00 in the evening.
Common State Charges
- DUI and DWAI. See our DUI page and the DMV hearing page for the 7-day license deadline.
- Domestic violence. These cases usually come with a mandatory protection order at the first appearance. See our domestic violence page.
- Assault and menacing. See our assault page.
- Drug and theft charges. See our drug crimes page.
Current state misdemeanor sentencing ranges are up to 364 days in jail and a $1,000 fine for a class 1 misdemeanor, and up to 120 days and $750 for a class 2. Many charges carry additional rules, so the practice pages are the place to look up your specific offense.
Palmer Lake, Monument, and the Tri-Lakes Area
The town describes Palmer Lake as one of three communities in the Tri-Lakes region. Palmer Lake and Monument are neighbors in that region, but they are separate towns. Each has its own police department, its own municipal judge, and its own court schedule.
That separation causes real confusion. Someone stopped by Monument police after leaving Palmer Lake has a Monument case, not a Palmer Lake case, and Monument's court meets on the second Wednesday of each month at 645 Beacon Lite Road. Treat the summons, not the town you live in, as your guide.
The scheduling differences matter in practice. Palmer Lake court starts at 8:00 in the morning on a Monday, while Monument runs a juvenile docket at 9:00 and an adult docket at 10:00 on its Wednesday. The Monument court clerk keeps Monday through Thursday hours and is closed Fridays.
Visitors to the Lake and Trail
The town promotes the lake for fishing, kayaking, hiking, and its disc golf course, and describes it as part of the region's Santa Fe Trail system. Downtown visitors are pointed to free public parking off Highway 105. People from elsewhere in Colorado or out of state who are cited during a visit still have to answer in Palmer Lake's court or in Colorado Springs.
If you live far away, ask a lawyer early whether some appearances can be handled for you. Courts set their own rules on this, and in El Paso County Court, matters are in person unless the court authorizes otherwise by written order.
How Palmer Lake Cases Are Defended
The prosecution must prove every element of a charge beyond a reasonable doubt, whether the case is in the town court or downtown. No lawyer can promise a particular result. Defense work usually focuses on a few questions.
Was the Stop or Search Lawful?
Officers need reasonable suspicion to stop you and a legal basis to search. Evidence gathered in violation of those rules can be suppressed. Video from the officer's body camera or patrol car is often the most important evidence on this point.
Does the Conduct Fit the Charge?
Town ordinances and state statutes have specific elements. An ordinance version of an offense may not match the state version, and a charge can fail if the facts do not fit its wording.
What Outcomes Are Realistic?
Depending on the record and the evidence, options may include dismissal, a reduced charge, a deferred judgment, or a trial. Many dismissed cases and some convictions can later be sealed. See our record sealing page.
